The 150 members of the ‘Convention’ on the Climate have presented this Sunday, June 21, their report of 600 pages, to the Minister of the ecological transition and solidarity, Mrs. Elizabeth Terminal.
150 proposals have been submitted to the executive by the citizens, who at the end of 9 months of hard work, congratulated for a ” job well done “.
What legitimacy for the ‘convention’?
If the political class welcomes in a whole the work of this ‘convention’, some point out, however, its lack of legitimacy. Certainly, the idea of involving citizens was desired by Emmanuel Macron in reaction to the debate from the crisis of the Yellow Vests. A mandate has been given to these citizens, ranging in age from 16 to 80 and representing all regions and all socio-professional categories. This is what explained Thierry Pech, co-chair of the governance committee in October last year :
During these long months of hard work, the 150 citizens have been able to measure the magnitude of the task and the difficulty of finding a broad consensus. Since Sunday, the reactions to the measures proposed to multiply, and some of the criticisms are hard to accept for the authors of this report. It will now wait for the 29th of June next, for the President of the Republic put an end to this process, detailing the outcome of each of these measures.
In all cases, this ‘convention’ is fully aware, that his measures may have to be finally adopted by the people, either by way of legislation (vote of the national representation) or by a referendum.
