What is known of the mechanism of the activity long-term partial (APLD)
At the meeting organized by Emmanuel Macron on Wednesday 24 June, it will be also question of the APLD (for activity long-term partial). This new mechanism is parallel to that of the partial unemployment must be put in place as of July 1, in order to avoid to limit the explosion of social plans and unemployment. It must allow the companies to reduce working time in return for guarantees on employment, and after having been the object of a collective agreement majority in the company or in the branch.
Concretely, according to the unions, the text adopted in the framework of “urgent provisions to address the epidemic of Covid-19” will enable businesses particularly affected by the crisis to reduce the working time by up to 40%. A reduction would then be offset by the State and Unédic, so that the employee receives about 90% of his net pay.
The device could, according to the minister of Labour Muriel Pénicaud, be requested by the undertakings in difficulty for a period of 6, 12 or even 24 months. The implementation of the device will, however, not incompatible with the implementation of a social plan : a majority agreement within the company will be able to allow layoffs at the same time.
900 000 jobs were destroyed in France in 2020 ?
