POINT OF VIEW : Edouard Philippe in the face of the National Assembly : a good speech, a good strategy, but no confession, nothing about the social expectations and still many.
Do not turn around the pot : Edouard Philippe has delivered a very good speech. Both in substance and in form.
Let us not stop on the form. It is undoubtedly a good speaker.
On the merits, the Prime Minister has finally sketched out a clear strategy articulated in 3 points : protect, test, and isolate. This strategy is based on 3 facts : we’re going to have to live with the virus, the déconfinement will have to be progressive and it will have to be adapted locally. The many measures announced are both clear and precise. They set a cap that was sorely lacking until now. They are prescriptrices, but leave margins of manoeuvre consistent with local actors.
The situation will not improve for the Government, including the rating of confidence with French in bern ? Not so sure…
As the containment is simple to implement, as much as it is terribly hard to break. As to apply the containment, it is assumed, simply, to comply with the rules. Pass the déconfinement is an exercise that is more perilous. It is no longer have to submit to the general obligations, but to integrate it into our individual behaviour and our social life a large number of rules. The containment is collective, the déconfinement is individual. It requires evidence of personal liability, the latter being conditional on membership of a project. This accession may not take place without trust.
Hence the basic question : the Prime Minister, he restored the confidence ? It is far from obvious, because the crisis of confidence in Government is a result of the controversy over the masks and tests which the members of the Government themselves had declared in the beginning of the crisis that they were not needed in the general population. On this point, no mea culpa. No admission. Nothing. Edouard Philippe disclaims any responsibility, saying that it was the doctrine of the World Health Organization, which had changed. A bit short… It is, in any case, this is a missed opportunity. If the Prime Minister had confessed, or confessed this error, not to say this lie and had recognized that this position had primarily been dictated by the scarcity of masks and testing, this would have helped rebuild a bond of trust. A fault confessed is half forgiven.
Has this problem of trust and membership is indispensable for the success of the déconfinement adds another : the emptiness of the discourse in the social field. No announcement, no device, no strategy to help the most vulnerable, the most vulnerable and the poorest of our fellow citizens from which the effects of the current crisis are even more devastating.
In conclusion, we can say, therefore, that the Prime Minister has produced a discourse of quality and a plan of déconfinement convincing, but that the latter requires, to be successful, a trust, a membership, an individual responsibility and an attention to the most vulnerable, which are still cruelly lacking at this stage.
