The Minister of Health, Christian Dubé, on Wednesday tabled a bill aimed at limiting the use of private agencies and independent workforce in the health and social services sector.

On Tuesday, Mr. Dubé said he wanted a “change of culture” in this regard. Quebec therefore wishes to abolish the use of independent labor by 2026 in the public network. Urban sectors will be the first targeted in 2024 and remote ones will be the last.

Bill 10 will notably make it possible to “set a maximum hourly rate per job title” and to “delimit the sectors to which” the use of independent labor will continue to be permitted.

The government will have “the power to determine by regulation” the period during which an organization may use private agencies.

< p>In the event of non-compliance with the law or regulations, offenders will be liable to fines. To ensure compliance with the law, the Ministry of Health will have “powers of inspection and investigation”.

From 2016 to 2022, the use of labor independent in the public network exploded. It cost $3 billion during that time, the Quebec Federation of Labor (FTQ) revealed on Tuesday.
