In an internal document, the members of the majority take advantage of the great themes mentioned by Emmanuel Macron, for what he calls “our new way” and on which the head of State must clarify in July at a new address.
The deputies LREM, therefore, have worked on the priorities, namely to ” renew our covenant on economic, social and democratic “, to ” speed up the ecological transition “, “invent new forms of solidarity” and finally ” to promote the sovereignty of france and europe “. They have released 100 proposals, which is admittedly a bit of a catch-all, with topics that are constantly crisscrossing one another.
The lessons of the health crisis
Over the document, it is clear that the parliamentarians In Walking wish to quickly draw the lessons of the crisis of the sars coronavirus. A series of measures against the digital divide, whether it be social or territorial, for the establishment of a ” device specific electoral crisis “, for a better coordination between physicians and hospital, or on the governance of long-term care facilities and the upgrade of the trades of the great age stated as such in the proposals.
The members are also interested in the source of the problem by proposing to take better account of the environmental parameters and the role of biodiversity in the emergence of epidemics.
They defend finally the relocation, at european level, of strategic production (in terms of health and products of first necessity), and work toward a “sovereignty health” (implantation sites, systems purchase of medical equipment common…). The defence of the interests of the EU is also the subject of several proposals, both on the support to the economic intelligence surveillance of foreign ownership in the companies.
In the air of the time
In the end, the vast majority of the proposals are in tune with the times, starting with “the acceleration of the devolution of services from the State to the territories” (without further details), the reduction of territorial inequalities, in terms of mobility, notably, the “revivifying of the urban centres or the creation of an” innovation fund, region ” aimed at supporting projects in rural areas.
The same in regard to the ecological transition, we find proposals that could very well come out of the ‘Convention’ for the climate, which makes its findings this weekend. Fight against noise pollution, implementation of models is more virtuous in sectors such as agriculture and the airport, improvements in the canteens and energy efficiency of buildings, strengthening of the part of the hydrogen is green, therefore, are part of the solutions discussed in the document.
Meps ask, however, the creation of a general Secretariat to the environmental health and a High council of human and animal health, without, once again, clarify the assignments. They also consider useful the continuation of the ‘Convention’, which could be expressed, according to, them on subjects of society.
The attention paid to young
The measures contained in the document addressed only very partially the economic issues and are not, in reality, hardly revolutionary. They have however the merit to put on the table some topics are forgotten, such as the fight against tax fraud, the carbon tax at the borders, or a guaranteed minimum income for the farmers.
This melting pot of proposals grant amount a whole lot of space for the young people, their employment, employability or learning with including free first year for the employer. The deputies LREM defend the creation of a universal income activity and a public service of the insertion for at least 25 years, but also, three lines later the opening of the benefit of the RSA for these same young people.
To the left
Other proposals tend to tip the balance to the left side of the political spectrum, whether they are economic (” a reflection on a universal income of activity for the more precarious “), social (” develop a better guidance of young people from priority neighbourhoods “, ” sustain aid to the homeless put in place during the crisis “) or even migration (” consider new ways of legal access for migrants “).
In this stream of measurements, the walkers have in addition slipped a few proposals which we feel that they speak directly to the management “jupitérienne” of the executive. This is for example the case of the number 7 : “to Strengthen the prerogatives of the parliament to assess the territorial equity and the effectiveness of the access to rights in all the territories of the Republic (education, employment, access to public services, security, housing, etc.) “.
Finally, the proposal, without a doubt, the most amazing concerns a hot topic, namely the forces of law and order. The deputies turned themselves in favour of the creation of an ” independent investigation and inspection of the forces of order.” In parallel, or in replacement of the IGPN ? This is not specified.
