The Americans, the Brazilians and the Russians, in particular, may not be allowed to enter the territory of the european Union on the 1st July.
The twenty-seven member States are in full discussion, not to decide which foreigners will be able to come to Europe – or not – in the summer, but on the epidemiological criteria used for drawing up two lists. It is necessary to court it get unanimously since the internal borders remain national competencies of the States.
It is the european Centre for prevention and disease control which is responsible for establishing the lists, which will be scalable. Nothing is decided yet, so, but the New York Times has had access to a first jet, in fact, a ” fiscal year “, with a list of 47 countries in which the rate of infection with the coronavirus is lower than the european average (including China, Vietnam and Cuba).
According to the rate of contamination
A second list contains 54 countries ” deemed to be too risky “. Among them, Brazil, Russia and… the United States. If the New York Times believes that this is a just return of things after the closure of u.s. borders to european travellers, in march, the daily points out that the rate of new contaminations is much higher in the three countries and in Europe.
On the last 14 days this rate is established according to a database of the Times, to 107 cases per 100 000 inhabitants in the United States, 190 in Brazil, and 80 in Russia, while it was mastered to 20 in Europe.
Millions of tourists
The plan for the reopening of the EU’s external borders and the Schengen area to countries “where it does not involve the safety of the French, Europeans,” to borrow the words of the secretary of State, Jean-Baptiste Lemoyne, is expected to be published at the end of the week.
The economic issues, but also political, are of such a size, even if we can imagine that the tourists will limit their own travel this year. More than 4 million Americans visit usually France each year, a million Brazilians. As for the Russians, if the number of visitors amounted to 600,000 by 2016, their attraction to the Hexagon knew these last years a spectacular leap.
