For several days, the question of the 2nd round of the municipal elections crystallized the attention of the government. In a few hours, the prime minister is expected to formalize the date of the election.
This latter must ensure the safety of citizens during this election. But the government must also make sure to “revive the national economy,” after nearly two months of confinement. And this recovery will also be achieved by the public ordering. Without the election of new municipal teams, it is an entire ecosystem that may not participate in the recovery of the economy. Two dates were advanced in recent days : 28 June and a date in January 2021. In all cases, the government knows that its decision will not be able to satisfy all the parties.
A source close to the government informs us that the second round of the municipal elections should be held on the 28th of June next. This should be announced at a press conference in the morning of Friday 22 may 2020, the prime minister, Edouard Philippe and the minister of the Interior and Christophe Castaner. The government will justify this decision by answering the many questions asked :
- The health situation will permit a holding of the second round on the 28th of June ? The report of the scientific committee gave a positive response in the beginning of the week, and the same committee will be re-consulted 15 days before the election.
- Will there be campaigning ? question many candidates. It is certainly not possible to organize traditional meetings, but the candidates will be able to get in front of the individuals by respecting the gestures barriers. Organizational details are expected to be released in the next few days.
- He will be able to retain the results of the 1st round of the municipal elections ? If the 2nd round is organised on the 28th of June, all the results of the 1st round will be formalized. In the contrary case, the organization of the presidential election in January 2021 would force to restart the electoral process in its entirety (1st and 2nd tour)
- The abstention will it be not too strong, making the poll less representative? To date, more than 2 out of 3 French say they are concerned about the epidemiological situation. Vulnerable people may therefore waive to go to vote, what constitutes a danger to democracy. The government should therefore introduce a scheme to promote the voting proxy for an election organized at the end of June.
