Since the beginning of the confinement, the companies rely heavily on the part-time unemployment, and today they are 12 million workers who are affected by the device. Aware of the magnitude and the gravity of the situation, Muriel Pénicaud, Minister of labour, has very soon decided to take advantage of this period so particular to encourage employees to form :
A simple idea rendered partially inoperative
The ambition of the government was thus to encourage the vocational training of employees in partial unemployment :

- Supporting the educational costs to 100 %

The original simplicity to the administrative complexity

In fact, this agreement-in-principle is not recognized by the OPCO, which underline that they are not bound by the commitments of the Direccte. And without agreement, no funding. The records have therefore started to accumulate on my desk as on those of my fellow trainers.
A burden fatal to a large number of courses
Ms. Benmoussa regrets that the simplicity of the original (a convention is simplified, a cost estimate, and a written agreement of the employee) has become more complicated for reasons that escape him. “Today, we said it, a lot of OPCO we require additional information. Other we create spaces on their website a week after the request. Gold to start with, this device had to respond to the urgency of the moment “.
We can understand, that some emergency devices are complex to implement, and this has to be the case for these training courses for employees affected by partial unemployment. This is why the manager of the agency Sismiik request that we draw lessons from this situation :
“Today, employees expect training, and with these administrative complexities, and these delays lengthen, I am not sure of being able to assure them that they will benefit from these courses, especially as the date of 11 may is approaching and with the holidays, it remains for us a lot of time. It was a good idea, too bad we did not managed to implement it completely and fully. It will be necessary to think about for the future. ”
