The deputy director of Facilitation and Services of the General Directorate of Internal Taxes (DGII), Ricela Spraus, presented The progress that has been made in the implementation of Electronic Invoicing, which fulfills the same purposes, legality and validity as a paper invoice.

Giving the conference “Electronic billing, modernity and efficiency in the Dominican Republic”, during the event Dominican Cigar Fest 2022, held this weekend in Tamboril, Santiago, Spraus explained that Electronic Invoicing works by exchanging invoices between an issuer and a receiver in a standard format, electronically, which offers greater security and integrity of the information.

“The Electronic Invoice is a document that is issued, signed and stored electronically, accrediting the transfer of goods, delivery in use or the provision of services” Spraus.

He reported what There are currently five certified Electronic Invoicing Software providers in the country; 137 in production; 118 taxpayers in certification; and 87 million Electronic Fiscal Receipts (e-CF) received.

Advantages of the FE 
The official maintained that the Invoicing Electronic is a more efficient, secure and economical way to comply with tax obligations.

Among the main advantages that Spraus cited was are the reduced costs in paper, printing and storage; ease of compliance; validity of the tax credit; standardization of relations between companies; efficiency and automation of administrative processes, as well as such as the reduction of loss of documents and positive impact on the environment.

Free Invoicing 
In addition, Spraus indicated that liberal professionals, individuals and micro, small and medium-sized individuals who do not have the resources to adopt this billing model, have the Free Biller on the DGII website, a system that allows them to issue and receive electronic tax receipts at no cost.

During the conference Spraus explained the types of Electronic Fiscal Purchasers, the structure of the Fiscal Invoice Numbers (NCF), the requirements to be an electronic issuer, the certification process, the digital certificate and the free Biller functionalities.

Preliminary draft
In March of this year, the DGII presented The preliminary draft of the General Law on Electronic Invoicing that seeks to create the mechanisms for the issuance, regulation and remittance of electronic invoices at a general level, establish the mandatory implementation deadlines and have the facilities and incentives for taxpayers who join the system.
