The new rule introduces fines ranging from 100,000 rubles (1,600 euros) to 10 million rubles (160,500 euros) for violating the legislation, which represents a significant tightening of the current law, since it extends the prohibition to adults to “LGBTI propaganda”, which was already applied to minors.

The project has been strongly criticized by associations for the defense of the LGBTI community and organizations for the defense of human rights such as Amnesty International (AI). The latter already pointed out that after the first reading that the amended legislation will increase homophobia with the permission of the Russian state.
