In the so-called budget debate, the governing parties approve the content of the state budget for the coming year. In addition, guidelines for climate action are expected from the negotiations, as in the spring the government agreed to decide in due course how Finland will ensure carbon neutrality by 2035.

Of the governing parties, the Greens and the Left Alliance have called the negotiations a climate issue.
There has been disagreement over, among other things, the tightening of taxation on heating fuels and clearing payments, both of which would hit agriculture.

In a budget dispute tax cuts are also on display. In the spring, the government pledged to decide on a tax solution that would strengthen the state finances by 100-150 million euros.
Views in the government have been shared by the 5% withholding tax planned for dividend income of mutual funds and pension companies. The Center and the Rkp oppose the new tax pushed by the SDP. It is known that the Prime Minister’s Party believes that without the withholding tax, the tax incentives for product and development investments advocated by the center and the RKP will not progress.

Government has also set out to decide during the rest of the period on further employment measures that will strengthen public finances by € 110 million by the end of the decade. In the budget debate, at most a small part of these actions is likely to become.
