Parliamentarians from the Commission on Human Rights and Native Peoples referred to the statements of the Director of the National Institute of Human Rights Consuelo Contreras, who mentioned that the State was absent regarding the violence in the “Southern Macrozone” and that they could be violating the Human Rights by Omission.
The current director of the National Institute of Human Rights (INDH), Consuelo Contreras, said that in the “ Southern Macrozona”, the State could be violating Human Rights by omission.
In addition, he mentioned that there is an absence of the State in the place, towards non-Mapuche people, which was shared by opposition deputies, members of the Chamber’s Human Rights Commission.

“Toward the non-Mapuche population we understand that there is an absence of the State“, Contreras said, when speaking about the role of the entity he presides over, in the regions affected by the “Mapuche conflict,” in the Bío Bío and La Araucanía.
Similarly, he said that the “State could be violating human rights by omissionby not installing a system that allows all those who live in the territory to be able to exercise their right to liberty and personal security and also to economic, social and cultural rights”.

Based on the declarations of the director of the entity, the opinion of the members of the Commission on Human Rights and Original Peoples, both from the ruling party and from the opposition, was consulted.
The deputy of the Broad Front, Lorena Fries, who coincided with Consuelo Contreras, referred to the same line regarding the anti-terrorist law. The parliamentarian mentioned that a reform is required because it does not conform to international standards.
On the other hand, the UDI deputy, Cristian Labbé , mentioned that it is necessary to implement improvements in the mechanism of the state of exception, since by not using the tools available, the State would be in breach of human rights.
In addition, the member of the Chamber informed that they would invite the director of the INDH next Tuesday to the meeting of the Commission to learn more about her opinion regarding the conflict of the “ Southern macrozone”.
