Marta Herrera’s presentation continues -candidate for national prosecutor proposed by La Moneda- in the Constitution Commission of the Senate. The persecutor presented an action plan with four axes and the round of questions prior to the vote is being developed, which will begin at 3:00 p.m.
At 11 in the morning the session began in the Constitution Commission of the Senate, where the Minister of Justice, Marcela Ríos, was in charge of starting the presentation and answering questions, in which the candidate for national prosecutor of La Moneda, Marta Herrera, is also exposing.
The Secretary of State maintained that the Government’s greatest concern is to appoint the most capable person, in order to make the modifications to the Public Ministry and they are far from wanting to appoint someone who is ideologically in order.
The foregoing, regarding a series of criticisms where it had been said that the Executive would be looking for some strategy so that it is a specific candidate who reaches the fifth, and that it is ratified or rejected in the Senate.
One of the points that has been questioned the most is that Herrera would be the continuity of the management of the former national prosecutor, Jorge Abbott.
In this line, Senator Alfonso de Urresti asked him that “it is not The evaluation of Jorge Abbott is good, that he is proposing himself to his right hand, that he is proposing himself to the person who worked with him for eight years (…) What do you think are the achievements of candidate Herrera?”
In this sense, Ríos said that Herrera -like many people- was part of a management team, she was not the only one. Despite this, she was clear in saying that the fact that she was part of this management team or circles of trust should not motivate a decision by the senators.
“Career civil servant”. That is one of the main arguments raised by the Executive to support its decision.
However, the UDI senator, Luz Ebensperger, assured that in this case that statement does not apply.
< p>“Clarify that she is not a career civil servant, she ceased to be one in 2008 when she became a trusted positionand I think that this experience in the Public Prosecutor’s Office (…) has not been much of a power of influence that she has had as an adviser, for things to change in the Public Prosecutor’s Office”, indicated the parliamentarian.
Marta Herrera’s action plan
The second part of the session began at 12:30, where Marta Herrera detailed an action plan that is based on four points.
1.- The first is about victims and witnesses, which seeks to strengthen their protection.
Herrera argued that the victims of cases of Organized Crime, gender violence or rural violence are reluctant to testify for fear of reprisals.
He also pointed out that the protection measures do not meet the standards of other legislations, such as the USA, Italy or Spain. In addition, according to the candidate, effective measures are required, which last even beyond the trial.
2.- The second is about facing the evolution of crime.
she Here she focused on Organized Crime and high complexity; crimes of greater social connotation; gender violence; human rights; and the criminal prosecution policy for current crime.
3.- The third is in relation to the criminal justice ecosystem.
The candidate for national prosecutor focused on three issues: the Prosecutor’s Office as part of the Criminal Justice System; the Prosecutor’s Office as part of the country’s Public Security System; and the relationship with auxiliary agencies: Police.
4.- Finally, Herrera referred to internal work, where she detailed innovation and modernization and leadership, transparency and accountability.
